Letter from J. H. Swailes to USNRC dated February 24,1998.
Subject:
Containment inspection Program, Cooper Nuclear Station.
1.
In the Basis for Relief request No. RC-01 (Ref.), you state that the NDE personnel are qualified and certified in accordance with a written practice based on ASNT SNT-TC-1 A, 1984 Edition, and not using ANSI /ASNT CP 189. Inclusion of CP 189 in the 1992 Edition and later Editions ar:d Addenda of the Code suggests that it is an experience-based improvement over the SNT-TC-1 A. Also, it is a consensus (ANSI) standard.
(a) Provide your plans to implement Subarticle IWA-2300 (1992 Edition and Addenda) for qualifying NDE personnel for all the ASME Section XI components and containment in particular.
(b) Explain how the use of SNT-TC-1 A for visual examinations satisfies the standards for visual acuity given in Table IWA-23221 of IWA-2320.

In the Basis for Relief request No. RC-03 (Ref.), you state that neither paint nor coatings contribute to the structural integrity or leak tightness of the containment and that the adequacy of applied paintings is verified through the CNS Primary Containment Maintenance Painting procedure. With respect to the CNS coating program, provide the following information related to the Service Level 1 coating (i.e., protective coating (s) used inside the containment):
Standards, procedures, or guidelines used for: (1) surface preparation, application, surveillance and maintenance activities for protective coatings, and (2) documenting the quality and condition of reapplied paint.

RC-04 requests relief from the requirements of IWE-2420(b) and (c), related to successive examinations. The request does not provide any discussion of quality and safety when the flaws and degradation areas are accepted by engineering analysis (lWE-3122.3). Discuss your plans for monitoring the progression of the flaws and degradation areas when they are accepted by engineering analysis.
4.
With respect to Relief request No. RC-05 related to bolted connections, explain how the preload, and the condition, of the bolts of the pressure-unseating containment penetrations are monitored and maintained. Provide a list of such penetrations in the CNS containment and the procedures used to monitor and maintain the functionality of
- their bolts.
