PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT -- PNS-76-21 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

BOMB THREAT Mr. J. Smith, Plant Superintendent Pilgrim 1 advised that he was notified at approximately 11:00 AM, June 2, 1976 by Chief of Police Plymouth, .

! Massachusetts of a threat to bomb the Nuclear Plant (Pilgrim 1). The threat was received by a reporter for the Boston Herald Traveler earlier on this date.

The threat was made by telephone. The caller identified himself/herself as a member of the Black Liberation Group. The caller claimed credit for the bombing of Plymouth Rock, (a national monument) that occurred at 11:00 PM, June 1, 1976. The caller stated that the group was disturbed l and vexed because the bombing of Plymouth Rock did not receive sufficient *f publicity by the press, TV and radio. Because of this the caller said l the group was going to again bomb Plymouth Rock and it would be bigger

,. and better. If this did not succeed, the Nuclear Plant was next.

The Boston FBI and plant security forces have been notified.

Media interest is expected because of the coverage given to the NRC security alert issued to all Nuclear Power Plants. The State of Massachusetts 2 1 has been informed. A press release is not planned.

Region I, Philadelphia: Pennsylvania received notification of this occurrence by telephone from licensee at 11:54 AM June 2, 1976.
