' Gentlemen:

This refers to the inspection conducted by Messrs. P. H. Harrell and T. Reis of

this office during the period September 23 through October 2, 1987, of

activities authorized by NRC Operating License DPR-40 for the Fort Calhoun

y

Station, and to the discussion of our findings with you and other members of

your staff at the conclusion of the inspection.

The area examined during the inspection was the instrument air system.

Within

this area, the inspection consisted of selective examination of procedures and

representative records, interviews with personnel, and observations by the NRC

inspector.

The inspection findings are documented in the enclosed inspection

report.

During this inspection, it was found that certain of your activities appeared to

be in violation of NRC requirements.

As discussed in the telephone conversation

between T. F. Westerman with W. Gates of your staff, we have scheduled an

enforcement conference in our office at 10:00 a.m. on October 29, 1987, to

discuss your understanding of this apparent violation, the reasons for

occurrence, and your corrective actions.

We will also discuss the enforcement

policy, if appropriate.

An agenda for this meeting is enclosed.
