PROPOSED TECHNICAL SPECIFICATION CHANGE CONCERNING ADMINISTRATIVE SECTION 6.0

Dear Sir:

Pursuant to 10CFR50.90 Boston Edison Company proposes the attached amendment to Appendix A of Facility Operating License DPR-35. The proposed amendment is an administrative change to the Pilgrim Nuclear Power Station Technical l Specifications. The company organization and f acility organization figures  !

for station management have been updated to reflect the ' permanent changes I' previously submitted to the U.S. Nuclear Regulatory Commission. Attachment 1 discusses the amendment and the reasons for the charges. Attachment 2 lists the specific pages affected by the amendnent.

An application fee of one hundred and fifty dollars ($150.00) will be electronically transfered to your offices in accordance with 10CFR170.12(c).

l Section 6.2.C of the Pilgrim Nuclear Power Station.' (PNPS) Technical Specification (T.S.) requires a 30 day written notification to the NRC ,

whenever a change in the organization for PNPS has been' made. The letters i referenced above are the 30 day notifications. This proposed T.S. change is )

being made to reflect the' management changes described iq. the referenced letters and the current management structure.

The following is a list of the changes proposed for incorporaticb 10to the T.S.

Paragraph 6.3 Facility Staff Qualifications

i Description i The qualifications with regard to educational , and experience backgrounds of the facility staff at the time of a'ppointment to the active position shall meet the requirements as described in the American National Standards Institute N18.1-1971, "Se!ection and Training of Personnel for Nuclear Power Plants". .In adoition, the Radiological Section Manager or the Chief Radiologita1 Engineer shall i meet or exceed the qualifications of Regulatory Guide 1.8, September, 1975.

A Section Manager was placed over each of the five sections, Technical, Radiological, Maintenance, Operations and Management Services. The Management Services Section was subsequently eliminated.

The Technical Section has been expanded with the formation of a l

y Systems Group. This group provides direct and dedicated systems y support and services to the Operations and Maintenance Organizations. '

j The Maintenance Section was restructured to provide more effective I supervision. The restructuring created two new groups, Station '

Services and Construction Management.

The Radiological Section was restructured to provide a Technical Support Group and a Radiological Engineering Group in addition to the existing Radiological Operations Support Group and the Chief

Radiological Engineer. The Group Leaders report to the Radiological Section Manager.

I The Shift Technical Advisor function was transferred from the

/ Technical Section to the Operations Section.

The Operations Section's technical capabilities have been further expanded by the addition of two Operations Engineers reporting to the Chief Operations Engineer.

An Administrative Section was added to the Nuclear Operations Department. The Administrative Section contains an Administrative Group and Procurement Support Group. The Procurement Support Group provides direct support to the Maintenance Section.

Reason for Change The position title of Radiation Protection Manager has been eliminated. The '

requirement for staffing an individual meeting or exceeding the qualifications of Regulatory Guide 1.8, September, 1975 shall be fulfilled by the Radiological Section Manager or the Chief Radiological Engineer.

Boston Edison has restructured and revitalized the Nuclear Organization based upon two fundamental principles: (1) identify the Organization's existing strengths and then augment these strengths with an infusion of qualified managerial and technical personnel with prior nuclear power experience; and (2) establish an organizational and reporting structure based upon functional responsibilities that utilizes these enhanced capabilities not only to facilitate the development and implementation of the restart effort, but also to strengthen the basic line organization to support ongoing operations.

. ' Evaluation and Determination of No Significant Hazards Consideration 10CFR50.91 requires that at the time a licensee requests an amendment, it must provide to the Commission its analysis using the standards in 10CFR50.92, concerning the issue of no significant hazards consideration. In accordance with 10CFR50.91, the following analysis has been performed.

In reviewing this proposed request for Technical Specification Change we have concluded that this amendment:

1) does not involve a significant increase in the probability or consequences of an accident previously evaluated because the changes affect only the organizational structure. The management staff size is increased. The minimum staff qualifications are not reduced but are potentially increased. The management staff safety responsibilities are unchanged.

The changes noted above are to achieve consistency in nomenclature and, therefore, do not involve a significant increase in the possibility or consequences of an accident previously evaluated.

2) 'does not create the possibility of a new or different kind of accident from any previously analyzed because the type of changes are administrative only and do not involve any changes to operating systems.

The changes which are needed to achieve consistency in nomenclature are administrative in nature and, therefore, do not create the possibility of a new or different kind of accident. '

3) does not involve a significant reduction in a margin of safety because the changes are intended to provide updated organization figures and clarify the current management structure. The management staff responsibilities for the safe conduct of safety-related activities are unchanged. The changes are needed to achieve consistency in nomenclature and, therefore do not involve a significant reduction in a margin of safety.

As determined by the analysis above, this proposed amendment involves no significant hazards consideration.

This change has been reviewed and approved by the Operations Review Committee.

The change will be reviewed by the Nuclear Safety Review and Audit Committee.
