PRELIMINARY NOTIFICATION September 20, 1976 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-76-159 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.
U Facility: Virginia Electric and Power Company North Anna Unit 1
Subject:
CONSTRUCTION FATALITY AT NORTH ANNA UNIT 1 A laborer entered the engineered safeguards building sump at about 5:00 a.m. on 9/20/76 and was overcome by inert gas, apparently argon.
A Stone and Webster employee went to the assistance of the laborer and was also overcome. A VEPCO employee with an air pack entered the sump to assist. The S&W employee could not be revived and was being lifted out of the sump by a rope.
The rope broke and the S&W employee fell about 60 ft., strikd.ng his head. An autopsy is planned.
The laborer and VEPCO employee were treated at a local hospital for minor injuries and released.
The plant is still under construction.
No radiation was involved.
OSHA has been notified by the licensee.
National and local media interest has occurred. VEPCO has released a statement to media queries, and plans to issue a press release.
Region II, Atlanta, received notification of this occurrence by telephone from the Plant Manager at 8:15 a.m. on 9/20/76.
