Rockwell International Corporation, acting through its Rocketdyne Division (hereinafter called " Applicant"), hereby makes application to the United States Nuclear Regulatory Commission for a 10 year renewal of Special Nuclear Material License No.
SNM-21, which currently will expire June 30, 1989.
This application is pursuant to the Atomic Energy Act of 1954, and Title 10, Code of Federal Regulations, Chapter I, Part 70, Section 70.33.
Renewal of License No.
SNM-21 will authorize Applicant to continue to receive,
- possess, use, and transfer certain quantities (hereinafter specified) of special nuclear material.

V D.C. GIDBS Dr. Gibbs has 25 years of experience in nuclear research, design, operations, and program management. He previously held positions as Director, BWIP, Rockwell Hanford Operations:
General Manager, Consolidated Manacement Office; and Director, Advanced Nuclear Power Generation, EPRI; Vice President, Nuclear Activities, Middle South Utilities (HSU) systems; Vice President, and Director, Nuclear Activities, Middle South Energy, MSU Systems: Acting General Manager, Project Manage-ment Corporation (PMC); Chief, Reactor Branch, CRBRP Program; Manager, Engineering for Nuclear Steam Supply System, PMC; Supervisor, Technical Staff and Station Engineer, Metropolitan Edison Company; and Naval Officer and Chief Engineer, U.S.
Navy.
He has a B.S. in Naval Science from the U.S. Naval Academy, an M.S. in Engineering Science, and a PhD in Nuclear Engineering from Rennsselaer Polytechnic Institute.
Was chairman, Reactor Licensing and Safety Committee, Atomic Industrial Forum, and a member of the 13th Congressional District Science and Technology Committee.
R.T. LANCET Mr. Lancet is Director, Nuclear Safety and Licensing, and is responsible for the independent internal review of nuclear safety, radiation protection, radiation engineering, nuclear material handling, and for the management of the nuclear material safeguards, Security and Control; he is permanent chairman of the Nuclear Safeguards Review Panel and is responsible for obtaining and maintaining licenses from NRC and the State of California. He is chairman of the ANS Liquid Metal Reactor Standards Development Committee ANS54, and a member of the Integral Fast Reactor (IFR) Safety Review Subcommittee. Previously, he was Program Manager for Safety and Licensing responsible for Reactor Safety R&D and Licensing.
l The R&D activities included Aerosol Code Development and supporting experiments,. Sodium Fire Code Development and supporting experiments including the major Sodium Fire Experimental program in support of the Clinch River Breeder Reactor Program (CRBR), core melting experiments, common cause failure methodology development, and PRA model development.
In the licensing area he was responsible for all the Rockwell i
Liquid Metal Plant licensing activities and safety analyses from the mid 70's through 1988.
The last four. years he led the SFR PSID development and reviews with the NRC and ACRS.
Prior to that he was a project manager responsible for the design and construction of the Large Leak Test Rig (LLTR) operated by the Energy Technology Engineering Center (ETEC) to perform large scale steam generator sodium water reaction experiments. Previous activities included Systems Engineering Manager on the SNAP 2 space nuclear power system.

J.P. PAGE Mr. Page, Manager of the Al Development and Test Group, has 33 years of professional experience, 29 of them at Atomics International /Rocketdyne. In this capacity since 1987, he has management responsibility for the System and Component Test and Nuclear Operations Units at Santa Susana.
These units perform the " hands-on" research, development, test, and operations activities in support of the AI business segment, both at Santa Susana and off-site.
A recent assignment was the project engineering of AI Engineering and Test activities in support of the modification to the Pu recovery operations at the Rocky Flats.

and technical conduct of isotopa heater fueling and post-

irradiation examination of fuel elements, materials, moderator i
materials, and associated reactor hardware.
Additional responsibilities included the preparation of technical reporis of the examinations and proposals for future examinations and contracts; responsibility for the metallographic, physical and mechanical property examinations of fuel materials, cladding materials, and moderator materials; responsibility for the preliminary evaluation of the techniques and results of the postirradiation examinations of Central Station Power System and SNAP Power System Fuels and Materials.
Previous assignments included responsibility for planning and direction of testing and evaluation of alloy fuel elements for power f

He supervises 24 people, including senior scientists, engineers, and technicians in chemistry technology invc1ving radioactive materials and hazardous chemicals. The l
I activities of this group cover theoretical analysis, laboratory testing, and pilot-scale testing. Dr. Gay is responsible for safety of all testing in the unit, review of new R&D concepts, proposal of innovative solutions to technical problems to support R&D activities, preparation of proposals, and coordination of R&D programs with other Rockwell divisions.
He currently manages 10 people involved in development of an advanced process for disposal of actinide wastes. This program includes laboratory measurements of actinide-lathanide separations, process development of waste disposal unit operations, and a systems evaluation of waste disposal options.
Dr. Gay is the co-inventor of a volume reduction process for low-level radioactive wastes such as spent ion exchange resins and evaporator bottoms.
He has also sunervised tests of solidification of simulated radioactive wastes. Dr. Gay has been the lead engineer in the development of Rockwell's molten salt hazardous waste destruction process. He has supervised a wide variety of laboratory studies in which this process was l

Prior to now he was program manager for all major subcontractors under the Dynamics Isotope Subsystem program for space power.
He has also been the program manager. for the Military Terrestrial Power Plant Program which required the design of a 10 MWe nuclear /Breyton cycle survivable system. Ho was responsible for ' leading a team in the conceptual design of a special manufacturing facility. utilizing automated management, manufacturing, and inspection equipment.
He was also the program manager for the ATR/TRTR fuel fabrication facility which fabricated fully enriched fuel in full compliance with HRC regulations.
He was also a pro.iect manager on the FFTF closed-loop components which meet RDT requireraents and the SNAP.-8 space reactor program. Previous to these assignments, he was chief of the Advanced Rankine and Breyton Cycle Systems Branch at NASA-Lewis Research Center.
In this assignment he was responsible for directing research and development for large high temperature nuclear potassium Rankine and Breyton-cycle space power systems.
He also served as head of the Advanced Materials Section which developed refractory alloys, high temperature electrical materials and other special materials for space power systems.
He also participated on the Sunflower I and NERVA programs. Prior to being with NASA he worked for GE-APED helping to set up a nuclear fuel fabrication pilot plant.
