The objectives to be demonstrated by off-site jurisdictions and by the utility during the Arkansas Nuclear One 1989 Radiological Emer-gency Preparedness Exercise (REX-89) are attached. The exercise is scheduled for March 15, 1989 and the scope will be such that each listed objective will be adequately demonstrated for the purpose of evaluation by the cognizant federal authorities.

This information is submitted in accordance with the milestones delineated in FEMA Guidance Memorandum EX-3 and NRC Correspondence from John T. Collins to John M. Griffin dated February 9,1984.

'89 AP&L OBJECTIVES 1.

Demonstrate the use of the Emergency Action Level Classification procedure for Emergency Class declarations.

2.

Notification and deployment of the Initial Response Staff (IRS),

Initial Response Organization (IRO), and the Corporate Emergency Response Staff as dictated by the scenario.

Make notifications to the Arkansas Department of Health within 15 minutes of the declaration of an Emergency Class.

4.

Make emergency class notifications to the NRC in accordance with 10CFR50.72 (may be simulated if the NRC chooses not to participate in the exercise),

Preparation of an initial news release from the Corporate office.

6.

Activation of the Technical Support Center within one hour following the declaration of an Alert.

Activation of the Operm. 'onal Support Center following the declara-tion of an Alert.

Activation of the Emergency Operations Facility (EOF) within one hour following the declaration of a Site Area Emergency.

Activation of the Emergency News Center at the EOF.

Demonstrate the use of communications equipment during transfer of the Corporate Emergency Response Staff from Little Rock to ANO.

Establishment of communications between the Control Room, Technical Support Center, Operational Support Center, Emergency Operations Facility, Little Rock Support Center, NRC (simulated), and State and local emergency response officials.

13.

Demonstrate coordination between the Control Room, Technical Support Center, Operational Support Center, Emergency Operations Facility and Little Rock Support Center throughout the exercise.
