Dear'Mr. Bellamy:

On June 4, 1987, Boston. Edison Company in a transmittal (BECo Letter #87-97 attached) to your agency provided an assessment of the existing state of offsite emergency preparedness.

That submittal has, in recent weeks, become-the cause for concern-for'some members of the' town of Duxbury's Emergency Response Plan Committee.

To address their concerns, the following clarification is provided.

In our submittal of June 4,1987, we addressed the planning issue " Evacuation Time Estimate and Beach Population Sheltering" (Pages 1 through / of the submittal)..In that section-(on Page 7, Subsection C), we concluded that

"... adequate planning is possible for sheltering beach / transient populations." The Duxbury committee is concerned that the NRC may have been led to believe by our statements that the issue of beach sheltering had been fully addressed by the information provided in our submittal. Our position was then,. and remains, that there is more than sufficient sheltering capacity available for. sheltering the populations of concern.

However, the town planning process must identify final, usable shelters from the listing of potential shelters.

It is upon incorporation of the final shelter location into the -town's program that we believe the issue will be fully addressed.

He. hope that this letter of clarification has allayed the concerns of Duxbury's committee members and has ensured that our submittal was clearly understood by the NRC.
