Gentlemen:

. VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT 2 INSERVICE INSPECTION PROGRAM RELIEF RE0 VEST FROM ASME SECTION XI HYDROSTATIC PRESSURE TEST Pursuant to 10 CFR 50.55a(g)(5), relief is requested from certain post replacement test requirements identified in ASME Section XI, 1980 Edition, Winter 1981 Addenda for an ASME Section XI Class 2 valve.

The following basis is provided.

During the present North Anna Unit 2 refueling outage, the bolted cap on a 3 inch check valve, 2-FW-134, was replaced due to leakage.

Replacement of the cap was considered the most appropriate resolution to the problem.

Paragraph IWA-5214 of ASME Section XI requires, following a component repair or replacement, that a hydrostatic test (IWC-5222) be performed on the affected area.

Because no intermediate isolation exists, this test would place the Unit 2 "C"

steam generator (2-RC-E-1C) within the hydrostatic pressure. test boundaries.

Hydrostatic pressure tests which include steam generators are difficult to perform and deemed impractical when compared to other possible alternatives.

It is proposed that a system pressure test be performed on the valve and accepted as an alternative to the Code required hydrostatic pressure test.

This approach is similar to a previous relief request dated February 13, 1987 and granted June 17, 1988 for Surry Power Station.

The proposed alternative examination provides the necessary inspection and integrity assurance intended by the Code. Acceptance of this request would be consistent with previous requests concerning small steam generator isolation valves.

Review of this relief request is required prior to the end of the 1989 North Anna Unit 2 refueling outage.

Unit 2 is currently scheduled to start up on April 23, 1989.
