Newport, MI 48166- ' Gentlemen: i This refers to the special safeguards inspection conducted by l Messrs. J. R. ~ Kniceley and J. L. Belanger of this' office and R. B. Manili 'of NRC/HQ on October 5-8, 1987, of activities at Fermi 2 Atomic Power Plant, authorized by NRC Operating License No. NPF-43 and to the discussion of our findings with Mr. R. R. Kelm and other members of your staff at' the conclusion of the inspection. The special inspection was conducted to determine the adequacy and effectiveness of the security program prior to re-start.
The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consit,ted of a selective. i examination of procedures and representative records, observations, and- ' . interviews with personnel. No violations of NRC. requirements were identified during the course of this inspection. Areas examined during this inspection concern a subject matter which is exempt from disclosure according to Part 73, Title 10, Code of Federal Regulations, Section 73.21(c)(2). This.information must be handled and protected in accordance with the provisions of 10 CFR 73.21. Consequently, our report of this inspection will not be placed in the NRC Public Document Room.
