I NO. 173 - REQUEST FOR WITHDRAWAL GPU Nuclear submitted the subject change request on November 9, 1987 to remove i
the'TMI-1 Radiological Environmental Monitoring Program (REMP) from the Technical Specifications (TS). The REMP would continue to be required by the TS but would be in a document under the control of GPU Nuclear. At the time this change request was. submitted, the NRC favored, but had not issued guidance on, removing 'part of the Commission's ; Interim Policy Statement on the Radiological Effluent Technical Specifications (RETS) from the TS as Technical Specification Improvements.
Following receipt of your change request, the staff had published in the December 27, 1987 Federal Register a notice of consideration of issuance of the amendment and a proposed no
- significant hazards consideration determination.
Further staff action on this amendment request, however, was deferred pending issuance of standardized generic guidance to all utilities'regarding removal'of the RETS from the.TS.
The staff issued Generic Letter No. 89-01 to all licensees on January 31, 1989 to provide detailed guidance for relocating the RETS. The generic '
letter provides for-relocating the RETS to the Offsite Dose Calculation Manual (00CM) and procedural details for solid radioactive wastes to-the Process control Program (PCP). These are both existing documents at most plants.
Concurrent with development of the generic guidance, the' staff had its contractor, E.G.&G - Idaho, conduct a technical review of Revision 8 of the TH1-1 ODCM, which had been submitted separately to the NRC by GPU Nuclear on February 26, 1988. The results of that review are enclosed for your action as discussed below. The staff has also reviewed TSCR No. 173 against the guidance provided in Generic Letter No. 89-01 and found a number of major-differences. The major overall difficulty is that the generic letter provides for transfer of the RETS to the ODCM and PCP whereas TSCR No. 173 proposes creation of new document designated as REMP. The staff does not concur in this approach.
The purpose of this letter is twofold. One is to request that GPU Nuclear withdraw TSCR No. 173 as provided in 10 CFR 2.107.
Because of the significant amount of rework that would'be required for the amendment request, as submitted, to be in agreement with Generic Letter No. 89-01, the staff has concluded that the most efficient process would be to withdraw this amendment M
