ne Materials Safety Regulation Review Study Group is pleased to transmit to you its report dealing with the licensing and inspection program for fuel cycle and materials facilities.
We report consists of sixteen major recommendations along with six other -
recommendations.
It is the opinion of the Study Group that if these i
recommendations are implemented, there will be a substantia 1' improvement in l
the quality of NRC's activities in these areas.

ne Study Group wishes to make clear that its recommendations should.
not be taken to infer that the Offices of Nuclear Material Safety &
Safeguards,. Inspection and Enforcement, and Nuclear Regulatory Research are

not performing their functions well and are not aware of some of the problems l
that the Study Group is highlighting, or that the public is not being '
adequately protected against the hazards incident to the use of radioactive materials regulated by the NRC.
Like any organization which is resource short and in which there are many l
day-to-day activities that are demanding of your time, you seldom have the opportunity to step back and take a detachej look at the operation.
It is in this spirit that this group submits its roccamendations and hopes that the employees within the agency upon whom they might impact will understand that our prime concern was to improve the process so that the agency would be able,.

with the resource constraints that it has, to do the best job possible in the area of health and safety.
We received splendid cooperation and we enjoyed the opportunity to serve the agency. Finally, the Study Group wishes to thank you and your staff and all personnel that assisted us in this study.
