Three Mile Island Nuclear Station, Unit 1, (TMI-1)

Operating License No. DPR-50 Docket No. 50-289 Technical Specification Change Request No.174 In accordance with 10 CFR 50.4 (b)(1), enclosed is one (1) original, and in addition ten (10) conformed copies of Technical Specification Change Request No. 174.

Also enclosed is one signed copy of the Certification of Service for this request to the chief executives of the township and county in which the facility is located, as well as the Bureau of Radiation Protection.

Thi application requests that the TMI-1 Technical Specifications be revised to incorporate updated reactor coolant system heatup and cooldown limits for operation to 10 EFPY to account for irradiation effects on the reactor pressure vessel's nil ductility temperature (NDT) as determined by the analysis of Surveillance Capsule TMI-1-C documented in Topical Report BAW-1901 submitted to NRC May 5,1986 (GPUN letter 5211-86-2080). The attached report BAW-1901, Supplement 1, June 1987 provides the design bases to support the conclusion that the proposed reactor coolant system pressure-temperature limits provide sufficient margin to account for neutron irradiation effects for 10 EFPY of operation.

Pursuant to 10 CFR 50.91(a)(1), we enclose our analyses, using the standards in 10 CFR 50.92 of significant hazards considerations. As stated, above, pursuant to 10 CFR 50.91(a) of the regulations, we have provided a copy of this letter, the proposed change in Technical Specifications, and our analyses of significant hazards considerations to Thomas Gerusky, the designated representative of the Commonwealth of Pennsylvania.

Pursuant to the provisions of 10 CFR 170.21, enclosed is a check for $150.00 as payment of the fee associated with Technical Specification Change Request No.174 1

5211-87-2139 July 24, 1987 The existing TMI-l Technical Specification heatup and cooldown limits are applicable for plant operation to 5 EFPY. GPUN requests issuance of this amendment by November 1,1987 to allow sufficient time for implementation prior to the plant exceeding 5 EFPY.
