Dear Mr. Thorne:
Enclosed please find an application from Cleveland Crystals, Inc. for a license.
to export 1,500.0 kilograms of heavy water to Canada. The heavy water will be upgraded at Ontario Hydro and returned to the U.S. for use in growth of synthetic crystals.
We contacted-the aaplicant regarding their_ anticipated export requirements for heavy water over t1e next five years and suggested that triey might wish to consider a broad, long-term license rather than a short-term. license. We have.
issued two licenses to Cleveland Crystals over the past two years, each for 200 kilograms and for one year validity periods (XMAT0330 dated April 10, 1987, and XMAT0334 dated August 16,1988).
In response to our suggestion, the applicant requested a change to their application to cover exports of an estimated 300 kilograms of heavy water per year over the next five years.
You will note our change to the application.
Before taking action on this license application, we would appreciate your views, in accordance with established procedures, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act.as amended by the Nuclear Nonproliferation Act of 1978.

Crystals grown from heavy water solutions include KD PO, RbD PO, CsD As0,

and deuterated L-arginine phosphate.

water, as purchased, is used in successive crystal growth runs until the deuteration level is reduced to about 85 mass %.
Upgrading is then required to re-l store the water to the original high deuteration 1cvel.
l The growth of high optical quality crystals is very dependent on the use of starting materials of the highest chemical purity.
l We intend to export two shipments of approximately 125Kg each over about a 12-month period.
