Millstone Nuclear Power Station, Unit No's. 1 & 2 Proposed Revisions to Environmental Technical Specifications Pursuant to Section 5.6.3 of the Millstone Unit No.1 (License No. DPR-21) l and Unit No. 2 (License No. DPR-65) Environmental Technical Specifications

. (ETS), Northeast Nuclear Energy Company (NNECO) hereby proposes to incor-porate the attached proposed revisions into the ETS.

The changes consist' of management title changes that were necessitated due to a reorganization of the management of the Engineering and Operations Departments. Specifically, the Vice President of Systems Operations is changed to the NUSCO Vice President of Nuclear Engineering and Operations; the NUSCO System Superintendent of Production is changed to the NUSCO System Superintendent j Nuclear Operations; and the NUSCO Manager of Generation Technical Services is 3 changed to the NUSCO Director of Nuclear and Environmental Engineering. The organization chart, Figure 5.1-1, is also revised to show these changes.

The subject of these proposed changes has been previously discussed with the )

NRC Staff as additional information regarding the Safety Technical Specifications administrative changes submitted in Reference (1). It is NNECO's understanding that incorporation of these changes into the Safety Technical Specifications have undergone Staff review, and the amendment is expected to be issued in the near fyture. No additional review is anticipated to be necessary for these

proposed Environmental Technical Specification changes to be issued. Therefore,  ;

l our review of this proposed license amendment pursuant to 10CFR170 has concluded that no amendment fee is applicable.

l l In this instance, a benefit / cost evaluation is not applicable.

The Millstone Environmental Review Board has reviewed and approved the above proposed changes and has concurred in the above evaluation.
