Gentlemen:
By my letter of December 15, 1987 I subm'itted Licensee Event Report (LER).
269/87-09 concerning the degradation of more than one functional unit of the Emergency Power Switching Logic. As a planned corrective action, I committed to submitting a change to Technical Specification 3.7 to resolve apparent conflicts identified in the LER.
Changes to Specification 3.7 are currently in preparation and will be submitted by May 15, 1989.
