The Nuclear Regulatory Comissicn (the Comission) has found that:
A.
The application for amendment by Tennessee Valley Authority (the f I
licensee) dated April 17, 1987, complies with the standards and j
requirements of the Atomic Energy Act of 1954, as emended (the Act),
and the Commiscion's rules and regulations set forth in 10 CFR Chapter I; 1
B.
The facility will nperate in conformity with the application, the provisions of the Act, and the rules and regulations of the I
Commission; i
C.
There is reasnnable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health end safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.
The issuance of this anendment will not be inimical to the common defense and security or to the health and safety of. the pu'olic; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

amended to read as follows:
l (2) Technical Specifications The Technical Specification 1 contained in Appendices A and B, as l
revised through Amendment No.107, are hereby incorporated in the license. The licensee shall cperate the facility in acccrdance with the Technical Specifications.
3.
This license amendment is effectise as of its date of issuance.

Changes in station design or operation may be made subject to the following 4
conditions-1 A.
The licensee may (1) make changes in the station design and operation, ano (2) conduct tests and experiments not described in this document without prior Commission approval, unless the proposed change, test or experiment involves a change in the objectives of the ETS and/or an unreviewed environmental question of significant impa:t.

The licensee shall furnish to the Commission, annually or; at such shorter intervals as may be specified in the_ license, a report i
containing descriptions, analyses, interpretations, and evaluations of I
l such changes, tests and experiments.

Changes in the special studies, if required in Section 4.2, which affect f
sampling frequency, location, gear, or replication shall be reported to i
the NRC within 30 days after their implementation, unless otherwise j
reported in accordance with Subsection 5.4.2.
These reports shall describe the changes made, the reasons for making the changes, and an q
evaluation of the effectiveness of the revised program in' assessing i
environmental impacts.

A report on the environmental monitoring programs for the previous year shall be submitted to the NRC separate from other NRC reporting requirements within' 90 days following each anniversary of issuance of the; operating licensee.
The' period of the first report shall begin with the date of issuance'of the opera-t ting license.
The report shall include summaries, analyses, interpretations, and statistical evaluation of the results of theLenvironmental monitoring q
required by special studies and-requirements (Section 4) for the report period, including a comparison with preoperational studies, operational controls (as appropriate), and previous non-radiological environmental monitoring reports, and an assessment of the observed impacts of theLstation operation on the envi ronment.-
If harmful effects or evidence of irreversible damage are.sug-gested by the monitoring piograms, the licensee shall provide a more detailed analysis of the data and a proposed course of, action to alleviate the problem.

The Nuclear Regulatory Comission (the Comission) has found that:

(2) Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No. 97, are hereby incorporated in the license.
The licensee shall operate the facility in accordance with the Technical Specifications.
3.
This license amendment is effective as of its date of issuance.
