Upon review of the HL&P response, the staff has determined that additional information is required before it can determine if HLAP has fully met the requirements of the bulletin.

Enclosure Request for Additional Information NRC Bulletin 88-10 Nonconforming Molded-Case Circuit Breakers

.The February 20, 1989, HL&P submittal, in response to NRC Bulletin 88-10 does not adeauately demonstrate traceability of the HL&P Circuit Breakers (CBs).

Paragraph 4 #onge 1 of the HL&P submittal states that 12 suppliers of Class IE CBs have been ecstacted to determine if they have traceability of HL&P purchased CBs to the Circuit Breaker Manufacturer (CBM) and that all suppliers have providd satisfactory responses. According to the criteria defined in Bulletin 88-10, the validity of traceability claimed by these suppliers must be verifiec by aud9 Similarly, caragraph 5 of the HL&P submittel describes " sample review of the trathodology utilized by the primary supplier" as the basis for establishing traceability. Such basis is valid only if the HL&P review has included each purchase order from the primary supplier to the CBM for the CBs ultimately delivered to Hi&P. to NRC Bulletin 88-10 defines verifiable traceability as documented evidence, such as a certificate of compliance (C0C), that establishes traceability of purchased equipirent to the circuit breaker manufacturer.

If the certificate of compliance is provided by any party other than the CBM, the validity of such certificate must be verified by the licensee or permit holder through audit or other appropriate means.

If the CBs are procured from intermediary suppliers, audit of these intermediary suppliers must assure that suppliers' CBs are consistently traceable to the CBM. Results of audits can verify traceability cnly if traceability of CBs to their CBM fur each purchase order are specifically addressed. Documents such as the suppliers purchase orders, CBM's invoices, or shipping / receiving documents can be used as a basis for traceability determination.
