Dear ~ Mr. O'Reilly:

Subject:

. Emergency Technical Specification Change: Vogtle Electric

' Generating Plant. Unit 1 ByNetter dated July 22, 1987, you requested an emergency Technical.

Specification (TS) change which would delete the containment isolation function of: the containment area high-range radiation monitors, thereby deleting.the associated Action Statement requiring the unit to initiate

-shutdown if one of the two monitors is-inoperable for 7 days.

If this emergency TS change were not. processed, the unit would have to initiate shutdown prior. to termination of the limiting condition for operation at 10:40 pm EST on July 23,.1987.

. We have ' reviewed-your evaluation and justification provided in your submittal and find it acceptable. This letter will confirm the verbal granting of your requested emergency TS change which is effective as of the date.of this letter. The applicable changed TS pages ~are enclosed. We will forward the final' amendment to you.in the near future.

Sincerely,

\\5\\

Gus C. Lainas, Assistant Director Division of Reactor Projects-I/II
