In Reference (a), the NRC brought to your attention a ' violation of your
commitment to the fire protection program requirements. The violation pertained
. to the failure of Procedure No. LOA-FP-01 entitled " Fire Alarm Response" te
describe the need for brigade assistance upon receipt of an alarm in the
control room.
This provided for an' unacceptable time delay in fire brigade
response to.a fire through the allowed and established practice of dispatching
an individual to an alarmed area, without alerting and assembling the fire
brigade, after an unplanned control room annunciation of the activation of a
fire detector / alarm. Reference (b) documented Commonwealth Edison Company's-
(CECO) position that a violation was not warranted.
In Reference (c), the NRC
acknowledged.the receipt of CECO's position and indicated that this issue was
being referred'to NRC Headquarters.
The NRC has completed its review of thiscissue. Based on our review of your
referenced submittal.. we have concluded that a violation' of NRC requirements .
did occur. The governing fire protection guidelines. relating-to fire brigades'-
for LaSalle Station are contained in' Appendix A to Branch Technical Position-
APCSB 9.5-1 and the document entitled " Nuclear Plant Fire Protection Functional
Responsibilities, Administrative Controls and: Quality Assurance", dated June
20, 1977. .These documents are based on the philosophy that delays'in fire
brigade response could result in potentially more severe fire conditions, with
resulting adverse consequences for achieving safe, shutdown'following a fire.
Licensees who have committed to implement these guidelines.should develop.
procedures which call for assembling the fire brigade upon receipt of'a report
of a fire or an alarm on the control room annunciator panel. ;The.present LaSalle
Station procedures do not meet the LaSalle license condition requirement to
implement these guidelines.

Therefore, we request that you provide a written response, within thirty days
of the date of this letter, describing the following:
(1) the corrective
'
actions that have been taken and the results achieved; (2) the corrective
actions that will be taken to avoid further violations; and (3) the date when
full compliance will be achieved.
Consideration may be given to extending
your response time for good cause shown.
Should you have any further questions regarding this matter, we will be
glad to discuss them with you.
