TESTING PROGRAM FOR THE RANCHO SEC0 NUCLEAR GENERATING STATION (TAC N0. 65690)

J Your submittal of the proposed second ten-year inservice testing (IST) program, j

dated June 25, 1987, included a request for interim approval for implementation j

of that program.

The NRC staff has not completed a detailed review of your 1

submittal, but does plan to do so on an expedited basis.

In.the interim, it is the staff's intent that you follow the provisions of the first ten-year-program as previously approved. There are however, provisions

.of the recently submitted program that may be implemented as listed below:

The licensee may perform augmented testing which is over and above the testing provided for in the previous ten-year program as approved.

The licensee may test the pumps quarterly as provided by the 1980 Code.

The licensee may delete pump or valve components from the testing program only when such components have truly been removed from service in the plant and components in alternative flow paths are included in the IST program.

The staff has determined that pursuant to 10 CFR 50.55a granting approval to implement the provisions of the second ten year program discussed above is authorized by law and will not endanger life or property or the common defense and security. The staff has also concluded that granting this interim approval is othenvise in the public interest considering the burden that could result if implementing these provisions were not permitted. This interim approval will terminate upon issuance of the SER for the second ten year IST program.
