1 In your submittal (reference b), you have proposed to divide the startup test procedures for Braidwood Station Unit 2 into two parts. Those which are scheduled to be completed at low power (less than 5%) are to be

submitted to Region III 60 days prior to receipt of the low power license.
Those startup test procedures which are scheduled to be executed during the power ascension program (greater than 5%) are to be submitted 60 days prior to receipt of the full power license.
I The NRC conducts a series of inspections of the initial test program begining before preoperational testing and continuing throughout startup.
l These inspections are intended to determine whether the applicant's test I
programs, as described in the FSAR, are adequately implemented and whether the results of these tests demonstrate that the plant, personnel, and procedures are ready for safe uperation.
After discussions with NRC staff f rom NRR and the Region III Office and l
reviewing the request for a deviation for Braidwood Station to the j
schedule for submittal of startup tests as prescribed in Appendix B of l

Braidwood Station Unit 2 Request for Schedular Relief for Submittal of Unit 2 Startup Tests NRC Docket No. 50-457 Reference (a): Regulatory Guide 1.68, Revision 2, dated August, 1978
Dear Mr. Murley:
The purpose of this letter is to request approval for a deviation to the schedule for submittal of startup tests as delineated in Appendix.B of Reference (a), which states in part:
"For the NRC to implement this inspection program, the applicant should have copies of the test procedures available for examination by the NRC regional personnel approximately 60 days prior to the scheduled performance of the preoperational tests, and, not less than 60 days prior to the scheduled fuel loading date, copies of procedures for fuel loading, initial startup tesitng, and supporting activities. Drafts of these procedures should be made available as early as practical."
To help minimize the impact on Braidwood Station resources and yet, provide the required test procedures in a timely manner,in lieu of the above, Commonwealth Edison proposes the following submittal schedule:
a.
Braidwood Station approved copies of all startup test procedures which are scheduled to be executed at less than 5% power vill be provided to NRC Region III personnel at least 60 days prior to receipt of a low power (less than 5% power) license for Unit 2.
b.
Braidwood Station approved copies of all startup test procedures which are scheduled to be performed during the power ascension program (greater than 5% power) will be provided to NRC Region III I
personnel at least 60 days prior to receipt of a full power license for Unit 2.

This revised schedule will allow, as much as practicable, for the incorporation of Braidwood Unit I testing experience into the Braidwood Unit 2 tests. This schedule should also serve to enhance the overall execution of the Braidwood Unit 2 testing program.
In addition, thin schedula will help minimize the impact on Station resources during the period when the Unit 1 and j
Unit 2 testing programs overlap.
This request was discussed with NRC Staff from NRR and Region III on September 9, 1987, and was generally found to be acceptable.
Your review and formal acceptance of the proposed schedule is requested.
