INSPECTION OF COMANCHE PEAK DESIGN VALIDATION PROGRAM:

50-445/87-19,50-446/87-15

Dear. Mr. Counsil:

This letter forwards the results of the subject inspection conducted by the

NRC's Office of Special Projects. The inspection team was comprised of

personnel from the Office of Special Projects as well as contractors. The

inspection took place from August 3 to September 3, 1987 at Stone and Webster

offices in Boston and Cherry Hill and at Ebasco offices in New York. The

team broadly reviewed the TU Electric Design Validation Program (DVP) in the

areas of mechanical systems, civil / structural, electrical, and instrumentation /

v

controls. This review included some documents which were also in the Engineering

Functional Evaluation (EFE) review scope in order to assess the effectiveness

of EFE in identifying problems.

As described in the Summary of Results and summaries for each of the technical

areas, the team generally found the DVP effort comprehensive and effective,

particularly with respect to the use of Design Basis Documents to prescribe

design criteria and methodology and the tracking system to ensure confirmation

of data. However, specific problems were noted in these areas. Furthermore,

the team identified technical Open Items in cases where it considered that

additional justification and/or analysis was necessary to confirm existing

designs or_ hardware. Our final conclusions will be based on a followup

inspection which will include resolving Open Items from this inspection and

reviewing areas of design validation and EFE efforts that were not complete at

the time of this inspection.

En this regard, attention should be given to the

Open Items identified in the report, and you should be prepared to address

these items in our followup inspection which is scheduled to begin October 26,

1987.

four previous NRC inspections of the CPRT Design Adequacy Program and
