Zion Station Unit 2 Supplemental Response to NRC Bulletin 88-08 and 88-08, Supplements 1 and 2 NRC Docket No. 50-304

Dear Sir References (a), (b), and (c) requested that licensees (1) review the reactor coolant systems (RCSs) to identify any connected, unisolable piping that could be subjected to temperature distributions which would result in i

unacceptable thermal stresses and (2) take action, where such piping is j

identified, to ensure that the piping will not be subjected to unacceptable thermal stresses. Reference (d) provided Commonwealth Edison's (Edison's) inh.lal response to References (a), (b), and (c).

Reference (d), in response to Actlon 2 of Reference (a), indicat'ed that sections of the Alternate Charging line (2RC065), Auxiliary Spray line (2RC145) and Safety Injection (SI) Cold Leg Injection lines (2RC005, 2RC038, 2RC071, 2RC079) for Zion Unit 2 would be examined during the 1988 refueling-outage.

In addition, in response to Action 3 of Reference (a), Reference (d) indicated that temperature monitoring devices would also be installed on the Alternate Charging and Auxiliary Spray lines for Zion Unit 2 during the 1988-refueling outage. This letter reports on the work performed during the Zion Unit 2 refuel outage (19c8).

The scope of the piping examinations for Action 2 included volumetric examination of all piping base metal and fittings to the extent achievable by the ultrasonic method, and surface examination of all socket welds by the liquid penetrant method. No indications were identifled ultrasonically, l

however, two (2) recordable indications were identified by the surface I

examinations.

The recordable indications were on the elbow boss by' weld 7 and the elbow boss by weld 8 of the SI Cold Leg Injection line 2RC038 (see attachment for configuration of line 2RC038). These indications were observed-to be minor surface blemishes and were removed. Upon removal of the indications, the areas of interest were re-examined with acceptable results.

of'the isolation valves (2AOV-VC8169 and 2AOV-VC8146). At this' time,

-temperature data, which is being obtained upon each unit startup.(from. cold shutdown) and after manipulation of the subject valves, has indicated that no fatigue due to thermal cyclingels occurring.

For the Unit 2 SI Cold Leg Injection lines, a procedure has been implemented to identify any leakage past the boron injection tank (BIT) bypass-i valve'(2SI8925) or the DIT outlet isolation valves (2MOV-SI8801A and l

2MOV-SI8801B). This procedure, which is performed on each unit startup1(from

cold shutdown) and after manipulation of the subject valves, has revealed that no valve leakage is occurring. As previously mentioned in Reference (d), the-leakage monitoring procedure'is considered an interim measure.since the BIT i

removal modification is-scheduled to remove the' BIT bypass valve and the' BIT outlet isolation valves.

Removal of the BIT. bypass line and valve is ocheduled to'be performed during the next refueling outage.for-Unit 2 (Spring 1990)..During the following Unit 2 refueling outage (Fall 1991),' the BIT:

removal modification is scheduled to remove the BIT outlet. isolation valves and to provide'a mechanism for detection and removal of any leakage past the Charging System isolation valves (2MOV-SI8803A and 2MOV-SI8803B).

In accordance with Reference-(a),: Edison will notify' the NRC'upon' completion of the BIT removal modification.
