OPERATOR AND SENIOR OPERATOR' LICENSING EXAMINATIONS This letter is in response to your_ July 14, 1987 letter to-me requesting examinations be administered to an additional seven SR0 and two R0 candidates during the scheduled replacement SR0 exams in November 1987. -This would take the total number of personnel examined to 17, of which 15 would be SR0s and two.

The addition of.seven SR0 exams can be accommodated by extending the examination period from one week to two weeks. The addition of two R0 exams.cannot be accommodated in accordance with the guidance contained in NUREG 1021,-

j Section 103, which requires a minimum number of candidates be examir<ed in order

'l to best utilize the limited resources of our examiner staff. We cannot. justify 1

the expenditure of what is in excess: of one' man month preparation time for the-1 administration of written and operating exams for only two R0 candidates.

A schedule for these exams will be discussed with your training staff and finalized within the next two weeks.
