Gentlemen:
Enclosed for your review, prior to our scheduled meeting on March 29, 1989, is
the SALP 10 Board Report for Ferm.i 2, covering the period April 1,1988,
through December 31, 1988.
In accordance with NRC policy, I have reviewed the SALP Board Assessment and
concur with their ratings. Overall, your performance was found to be satisfactory.
Operations improved from a Category 3 rating to Category 2, indicating that the
operating shifts are now consistently operating the facility within the constraints
of the operating license. Additionally, Surveillance improved from a Category 3
rating to Category 2, reflecting an improved enforcement history and the
successful implementation of the Technical Specification Improvement Program.
Maintenance continued to be rated as Category 3.
Many licensee actions have
been initiated in this area and some improvement has been noted as a result.
However, we conclude that continued high-level management attention is warranted
in this area.
In particular, continued management attention is required in the
preparation for your first refueling outage and in the implementation of your
preventive maintenance enhancement program scheduled for completion by the end
of this year.
I plan to utilize the scheduled NRC Maintenance Team Inspection
to fully assess your progress in this area.
I also note that Engineering /
Technical Support continued to be rated as Category 3.
Recently, your
engineering organization was stabilized and fully staffed with qualified
individuals and we note some improvements. However, continued management
attention is needed and we plan to closely monitor the effectiveness of this
organization during the SALP 11 assessment period.
I personally assessed the rating for Safety Assessment / Quality Verification, a
new functional area, because the Board's vote was closely divided between a
Category 2 and Category 3 rating. After careful consideration, I concluded
that a Category 2 rating was appropriate.
The repeat Category 1 ratings in
Security, Emergency Preparedness, and Startup Testing are commendable.
While you will have sufficient opportunity to present your comments at the
meeting on March 29, 1989, we also solicit written comments within 30 days
after the meeting. Additionally, you are requested to respond in writing
specifically addressing planned corrective actions to improve your performance
in each of the two areas assigned Category 3 ratings.
Your comments, a summary
of our meeting, and my disposition of your comments will be issued as an
appendix to the enclosed SALP Board Report.
