2.0 SPECIFIC RESPONSIBILITIES 1

/ 1 ' 2.' 1' The Corporate Communications Department has.the responsibility,of . sl preparing:and issuing all of Nuclear Production's official news-rele'ases after receiving' complete accurate information from the station or.the department. i 2.2 :The Nuclear Operations Group of the General Office has the responsibility of~ obtaining from station ~ personnel the necessary j information'on generating unit outages. -i 2.3 .The General Services Group of the General Office has the d responsibility'for obtaining:from station personnel the necessary 'information on accidents which result in serious injury and/or-damage to the station. 2.4 Station. management has the responsibility of notifying'the General i Manager Nuclear Stations or designee in the General Office of any new ' items' deemed appropriate for release to the news media. 2.5 .All on site personnel have'the responsibility to comply with company guidance on rumor control. 3.0 ' REFERENCE 3.1 ~ Duke Power Co. Damage to equipment during natural (or other) disasters 4.2.4 Other items of interest 4.2.5 Emergedcy Plan implementation 5.0 PROCEDURE i .? l 5.1 News Release Development i j 5.1.1 The Nuclear Production Duty Engineer in the General Office' i shall-be notified.by the Shift Supervisor, Station Manager or the Duty Station Manager so that issuance of a news release 1 may be considered when any of the following conditions exist: i ,m -{;. A.- A shutdown, scheduled or unscheduled, of a base l load l unit. a. Base load units, include all nuclear units. B. Any shutdown of a day or more of a unit resulting from ,{ failure of or damage to safety-related equipment. ~ C. Any inadvertent release of radioactive material and all l releases of radioactive material in excess of allowable l technical specifications. 1 I D. Any significant radiological event off site occurring during fuel or waste transport or other duelear-re'ated activity. E. Violations of EPA or state water and air permits of l significant effect on public health or that might result i in enforcement action against the company. I l F. Any injury requiring the use of emergency vehicles, involving radiation exposure above allowable levels or requiring hospital treatment, hospitalization, the use of emergency vehicles or involving radiation exposure above allowable limits. I 5.1.2.- New's Release Approval and Routing 5.1.2.1-This portion of the " News' Release / Rumor Control"' directive is--for use only when the TSC or CMC have: 'not been established. 5.1.2.2 The following is the sequence of. steps to get a, ' News Release approved and routed. 1.'The' Nuclear-Production Duty engineer (NPDE) is contacted by the station representative, the' I NPDE then contacts Corporate ' Communications. i

2. Corporate.. Communications will. develop. a "draf t" News Release (NR), using informa. tion supplied by the NPDE and/or the Shift Supervisor or Duty l

3. The draft NR will~be telecopied to the station Telecopier and the copy shall be delivered to 1

the DSM, Station Manager or Shift Supervisor as soon as possible. If the draft NR is'not-1 accurate-or complete, changes shall be marked and read to the Corporate Communications-individual; The draft NR will be revised until -s it'is judged to be satisfactory.

4. A " final" NR will then be telecopied to the station Telecopier and distributed as follows:

[ 2:10.3 Accounting for station personnel and others as they arrive u at the' site and reporting to Shift Supervisor / Emergency-Coordinator the status of the evacuated employees. 2.10.4 Disseminating status reports to evacuated personnel. j 2.10.5 Interfacing with the management.of the relocation site. 2.11 The Security Shift Lt., or Sergeant s-hall receive the reports of b ~ personnel accountability, noting all personnel who are unaccounted j for on Enclosure 1 and' report to the Security and Contract Coordinator-.in the TSC or to the Shift Supervisor in the Control Room. 2.12' The Shift-Stipervisor/ Emergency Coordinator is responsible for securing from the Site Assembly or Evacuation when the situation has returned to a normal status. 2.13 Health Physics will monitor personnel exiting from the PAP and Construction Exits, during a Site Evacuation, and will have personnel available at the Evacuation Relocation Site per Reference 3.5. 2.14 Health Physics will monitor assembly areas and exit points to assure radiation protection of these personnel assembled, i / 2.15 (,' Security shall be responsible for search and rescue of unaccounted'~ for personnel and may require assistance from other station groups.
