SUBJECT: NRC INSPECTION REPORT NOS. 50-327/87-30 AND 50-328/87-30

Thank you for your response of August 27, 1987, to our Notice of Violation

issued on July 20, 1987, concerning activities conducted at your Sequoyah

facility. We have evaluated your response to Violations 87-30-02 (Example 2)

and 87-30-07 (Examples 1 and 3), and found that it meets the requirements of

10 CFR 2.201. We will examine the implementation of your corrective actions

during future inspections.

Regarding your response to Violations 50-327,328/87-30-02 (Example 1) and

50-327,328/87-30-07 (Example 2), we find that additional information is

required.

In your response to Violation 50-327,328/87-30-02 (Example 1)

l

concerning the use of a ballot method review by the NSRB, you did not provide

j

enough details on corrective measures to prevent recurrence. Specifically, you

i

did not address the prohibition of balloting or define the areas where it will

q

be applied.

With respect to your denial of Violation 50-327,328/87-30-07

l

(Example 2), you did not address whether personnel performing SI-196 properly

j

implemented this procedure. Specifically, you did not address whether or not

j

the prerequisite section of the procedure, and in particular, step 3.4 of this

i

section, was actually read with a conscious decision not to perform the indi-

!

cated action.

It is our understanding, based on a conversation between Mr. F. McCoy of my

staff and Mr. J. LaPoint of your staff, that TVA will provide the information

addressed above in a supplemental response within 30 days of the date of this

letter.
