NRC INSPECTION REPORT NOS. 50-327/87-55 AND 50-328/87-55

]

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

G. A. Belisle on August 10-14 and 17-20, 1987.

The inspection included a

review of activities authorized for your Sequoyah facility. At the conclusion

of the inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection included reviewing existing corrective

action systems for resolving identified problems. Since the last inspection in

this area (May 1987, NRC Inspection Report Nos. 50-327,328/87-26), improvements

'

have been made in the corrective action area. Significant' management attention

is occurring; however, problems still exist that will take time.to fully resolve

such as additional employee training, accurate problem tracking, and general

procedure compliance.

With continued management support and satisfactory

'

resolution of these other areas, the corrective action program should be able

to support Sequoyah Unit 2 startup.

As indicated in the report, there appears to be some interface. problems between

)

engineering and other plant organizations.

This observation is based on: (1)

]

examples of problem descriptions provided by engineering staff to operations

staff not being sufficient to determine impact on operability or deportability

(paragraph 6.a) and; (2) examples of deficiency reports remaining outstanding

for excessive periods of time due to the closure mechanism remaining

i

self-contained within the engineering organization without direct continuous-

]

interface with other plant organizations (paragraph 6.c).

evaluate this observation and inform us of the result of your evaluation and

any actions you have taken or plan to take to improve engineering interfaces

with other organizations.
