I' UNITED STATES NUCLEAR REGULATORY COMMISSION UNION ELECTRIC COMPANY q

DOCKET NO. 50-483 ENVIRONMENTAL ASSESSMENT AND FINDING OF-NO SIGNIFICANT IMPACT s

The U. S. Nuclear Regulatory Comission (the Comission) is considering

')

1

, issuance _of an amendment to Facility Operating License No. NPF-30, issued to j

Union Electric Company (the lic, ensee), for operation of the Callaway Plant,. located in Callaway County, Missouri.

ENVIRONMENTAL ASSESSMENT

' Identification of Proposed Action j

(

The-proposed amendment would revise the provisions in the Technical

' Specifications (TS)relatingto.reducingtherequiredResidualHeat Removal (RHR)systemflowrateduringMode6 operation,deletingthe k

The proposed action is in accordance with the licensee's application i

for amendment dated January 6,1989, as supplemented by a letter dated February 10, 1989.

The Need for the Proposed Action The proposed change to the TS is required in order to provide l

greater margin against vortexing and preclude an inadvertent loss of 8903210274 890313 i

decay heat removal capability due to air entrainment and cavitation of 4

the RHR pumps, to prevent a loss of decay heat removal due to failures and spurious signals in the ACI circuitry, and to allow the operators to start the SI pumps from the control room if needed to mitigate a loss of decay heat removal. These changes address certain NRC staff concerns raised in Generic Letter 88-17, Loss of Decay Heat Removal.

Environmental Impacts of the Proposed Action The Comission has completed its evaluation of the proposed revision to TS and concludes that the proposed changes will result in a significant decrease in the probability of a loss of decay heat removal capability and result in a net safety benefit. Therefore, the proposed changes do not increase the probability or consequences of accidents, no changes are being made in the types of any effluents that may be released offsite, and there is no significant increase in the allowable individual or cumulative occupational radiation exposure. Accordingly, the Comission concludes that this proposed action would result in no significant radiological environmental impact.

The Notice of Consideration of Issuance of Amendment and Opportunity for Prior Hearing in connection with this action was published in the Federal Register on February 8,1989(54FR6222). No request for j

hearing or petition for leave to intervene was filed following this notice.

With regard to potential nonradiological impacts, the proposed change to the TS involves systems located within the restricted area as

1 m.

u

- i defined by 10 CFR Part 20.

It does not affect nonradiological. plant _

effluents and has no other environmental impact. Therefore; the Commission concludes that there are no significant nonradiological environmental impacts associated with the proposed amendment.

Alternatives to the Proposed Action I

Since the Commission concluded that there are no significant environmental effects that would result from the proposed action, any alternatives with equal or greater environmental impacts need not be I

evaluated.

The principal alternative would be to deny the requested amendment.

This would not reduce environmental impacts of plant operation and' I

would result in reduced operational flexibility.

Alternative Use of Resources This action does not involve the use of any resources not previously considered in the Final Environmental Statement for the Callaway Plant dated January 1982.

Agencies and Persons Consulted The NRC staff reviewed the licensee's request and did not consult other agencies or persons.

FINDING OF NO SIGNIFICANT IMPACT The Comission has determined not to prepare an environmental-impact statement for the proposed license amendment.

l Based upon the foregoing environmental assessment, we conclude that the proposed action will not have a significant effect on the quality of the human environment.
