This is to' acknowledge receipt of your letter dated February 9,'1989, which transmitted Revision 91 to the Big Rock Point Site Emergency Plan (SEP),

Volume 9. .This submittal included changes to Chapter 8, Maintaining

. Emergency Preparedness.

The only revision identified.in Chapter 8 was the addition of Section 7.0, Emergency Equipment Quality Assurance Controls, which identifies references for the quality assurance controls for the plant meteorological monitoring program and the dose assessment computer programs. These reference procedures are now part of_the Emergency Preparedness Maintenance Program as defined in the SEP. Our review indicated that these changes in Chapter 8 will not downgrt.de the effectiveness of the SEP, and are, therefore, acceptable.

Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your plan which may decrease the effectiveness of the plan. However, if your safety review indicates no decrease in emergency preparedness effectiveness, then changes can be made without prior NRC approval. In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E.Section V (Implementing Procedures).

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room, l
