SUBJECT:

REQUEST FOR TECHNICAL ASSISTANCE - CONDENSATE DEMINERALIZED WASTE EVAPORATOR (CDWE) ISSUES AT SEQUOYAH Enclosed is a memorandum from Mr. Jenison, the Senior Resident Inspector at Sequoyah, concerning changes that have occurred over the past five years in the processing of liquid radwaste at Sequoyah.

Mr. Jenison has had some discussion l

with Mr. Donohew, of your staff, concerning this situation.

Our review of the l

licensee's evaluations concerning the changes that have been made to process liquid radwaste indicate that a very low level of management involvement-occurred.

NRC. inspections over the last two years have disclosed an evolving liquid radwaste process involving inadequate 50.59 evaluations coupled with spills and a personnel contamination.

Our concern is that this system may not be adequately designed or configured to support large amounts of liquid rad-i waste and could be a personnel safety hazard.

This concern has potential l

significance at this point in time due to the waste generation normally asso-j l

ciated with the plant heat up and startup activities which Sequoyah will be soon undergoing.

In light of the aroblems described which appear to be occurring on a more frequent basis, t appears prudent for the NRC to conduct a technical review of the adequacy of the present equipment, facility, and as l

configured system being used for the processing of liquid radwaste at Sequoyah.

I Since we do not have the technical expertise to do such a review, we are l

l requesting that Projects provide this review and prioritize-it in light of the i

present Sequoyah startup schedule.
