This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by.

l

A. Belisle on June 15-19, 1987. The inspection included a review of activities

authorized for your Browns Ferry facility.

At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

]

Areas examined during the inspection are identified in the report.

These

.l

areas' included reviewing management's efforts in implementing the Conditions

I

Adverse to Quality (CAQ) program, qualifications for selected quality assurance

l

(QA) personnel, and ongoing efforts to resolve problems previously identified

prior to the CAQ program implementation.

Within these areas, the inspection

consisted of selective examinations of procedures and representative records,

i

interviews with personnel, and observation of activities in progress..

i

Within the scope of the inspection, no violations or deviations were

identified.

Based on this review, the Ck) program does not appear to

be fully meeting management objectives ; however, additional management attention

l

1s being focused in this area.

Additionally, the inspection identified that efforts

1

to resolve previously identified deficiencies that are not included in the CAQ

program may not have identified all these deficiencies.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.
