PRESSURIZER SURGE LINE STRATIFICATION Gentlemen:
Attached are overheads presented by Westinghouse at the GPC/NRC meeting on Pressurizer Surge Line Stratification held in your offices on March 9,1989.
We t.re also including the additional information requested at the meeting concerning the leak before break calculations.. Please note that the attachments contain information which is proprietary to Westinghouse Electric Corporation. Accordingly-we recuest that this information be withheld from public disclosure. ihe overheac s. are Westinghouse-Proprietary Class 2.
We are providing only the proprietary version at this time in order:to facilitate the review of this information by the Commission in connection with the review of the thermal stratification methodology to the Vogtle pressurizer surge line. We will comply with the requirements of 10 CFR 2.790 to provide proprietary and non-proprietary versions, together with an affidavit, as soon as the proprietary information contained in the submittal has been specifically identified and the proprietary and non-proprietary versions have been prepared.
W. e expect to submit the required number of copies of the proprietary and.non-proprietary version of the information and the required affidavit within four weeks.
In the meantime, we have prepared sufficient copies for you to initiate your review.
E. Shomaker, Esq., of the NRC Office of General Counsel, has advised Westinghouse that he concurs with this procedure.
i The Vogtle Electric Generation Plant (VEGP) Technical Specifications require
' shutdown for Unidentified RCS leakage exceeding 1 gpm. VEGP procedures for unidentified leakage from the RCS during operation would result in identification of a postulated surge line crack while the plant is in Mode 3, when there is miinimal A T on the surge line pipe.
Upon discovery that the source is a nonisolable RCS pressure boundary leak, depressurization of the l
RCS would be paramount, and the operators would be expected to initiate l
depressurization expeditiously.
To provide further assurance, plant operating procedures are being revised to reinforce the need for prompt depressurfzation in the event of a nonisolable leak in the RCS.

'In our letter dated February 8, 1989, we informed the NRC staff of our-confirmatory temperature monitoring program which was.in place during the hot i
functional test, will be implemented for the first cycle of Unit 2.
As requested b'y.the staff during the meeting on March 9, 1989, we will inform the NRC.should there be any unexpected anomallies experienced during this period.
