We have completed our review of your submittals with the assistance of Brookhaven i
National Laboratory.

We have concluded that you have provided an acceptable response to NRC Bulletin 88-05 as supplemented and that you have demonstrated that the use of the subject material is an acceptable alternative in accordance with 10 CFR 50.55a(a)(3)(ii) because full compliance w'th all specified requirements would result in hardship or unusual difficulties without a compensating increase in the level of quality or safety.
