D Here is a copy of Massachusetts' brief seeking judicial review of your Decision denying MASSPIRG's 6 2.206 petition on management, emergency planning, and containment issues at Pilgrim.

I will be writing tbc brief for the NRC.

As you will-i see from their brief, their claims are largely procedural and amount to saying that your Decision did not adequately respond to their 5 2.206 petition.

Bill Briggs and I are confident of persuading the Court to the contrary.
