GRAND GULF' NUCLEAR STATION (GGNS), UNIT 1 - DEFERRAL OF l DR/QR INSPECTIONS FOR DIVISION II EMERGENCY DIESEL GENERATOR (TAC N0. 65683)

By letter dated June 30,-1987, as supplemented August 21 and September 11, i 1987, System Energy Resources, Inc. (the licensee) requested deferral of the completion of certain inspections of the Division II emergency diesel generator (EDG) at Grand Gulf Nuclear Station, U:it 1. To address inadequacies in design, manufacture and quality assurance / quality control of EDGs manufactured by Transamerica Delaval, Inc. (TDI), the TDI Diesel Generator Owners Group reviewed plant-specific designs and prepared design review and quality revalidation (DR/QR) reports for each plant. The DR/QR report for GGNS Unit I recommended completion of baseline inspections for the Division I EDG and the Division II EDG during the initial refueling outage. At the end of the first refueling out-age, the licensee had completed all the Division I DR/QR inspections and 87%

of the Division II DR/QR inspections, having obtained NRC approval to defer completion of_ Division II inspections until the second refueling outage, scheduled for the fall of 1987. The June 30, 1987 letter requested deferral of the remainder of the Division II DR/QR inspections until the 5-year confirma- ,

. tory inspection, now scheduled for the fifth refueling outage.

The NRC staff has reviewed the licensee's submittals. The staff's safety evaluation is enclosed. Based on the considerations discussed in the safety evaluation, the staff approves the deferral of the remainder of the Division II DR/QR baseline inspections until the scheduled 5-year confirmatory inspection.
