. Your letter dated, February 21, 1989, requests that the NRC defer performing an-

.SSFI in April 1989 at Farley. The. letter points out"that two' refueling outages and a self-assessment (which includes.-SSFI and SS0MI techniques) make 1989 a

,particularly taxing year for Alabama Power Company and'its contractors._ You also state; that an 'SSFI conducted by the NRC during this . period will most likely result in postponing of your self-assessment efforts.

We.are pleased that'you .have accelerated your plans to conduct a self-initiated assessment that empicys ~ elements of our SSFI:and SSOMI inspection techniques. i

, Other utilities.have found this to be valuable for identifying safety-significant

. problems.1 .Welstrongly encourage you to undertake initiatives : involving self-'

assessment as part of your across-the-board safety responsibility;Lhowever, we.

do have' the. regulatory audit responsibility, and one of our audit tools is to use the SSFI inspection: technique in selected areas.

1 To facilitate your performance of the self-assessment, while still accommodating i our need to. perform independent regulatory assessments, we have decided to. defer I our planned SSFI from this April to the fall of 1989,1.e., until after you have completed your self-assessment. The system chosen for our SSFI at that time will likely be different' from the system we had chosen for the April SSFI.

We will also take this opportunity to inspect the scope, conduct, and .results of your completed self-assessment.
