MItiUTES OF MEETING WITH NUMARC TASK GROUP WHICH IS WRITING NEW STS FOR THE REACTOR COOLANT SYSTEM i

On Friday, December 2, 1988, the staff met with the NUMARC task group which is

. writing the new Standard Technical Specifications (STS) reactor coolant system sections to hear their early estimate of anticipated technical changes. The staff was also interested'in discerning any-technical change that might require a review effort outside the normal STS review process.

The task group provided a handout (attached) of technical changes that are to be proposed with the-new STS. The handout identifies LCO numbers, provides descriptions of the changes, and gives the task group's reasons for the l

changes. LC0 numbers used in the handout are from the current Crystal River i

technical specifications (the model for the new B&W STS).. While most of the proposed technical changes are Crystal River (B&W) specific, some are generic to other owners groups' STS.

'The following comments relate to item numbers 1 through 13 on the handout:

1.

To relocate cycle specific parameters, such as the pressure-temperature.

operating curve, to a controlled document outside of technical specifications, an approved methodology for developing the relocated parameter would be maintained in technical specifications.

2.

The' task group clarified its pocition that the identified LCO's are to l

be based on flow requirements and that other requirements are addressed l

in related but different LCO's.

3.

No amplifying remarks.

4.

In this LCO, the task group wants to emphasize the prohibition of l

deleting boron during natural circulation flow in a B&W plant. The proposed change is not applicable for Westinghouse plants, and its applicability for CE plants was not known during the meeting.

The staff commented that analyses for Westinghouse plants revealed concerns with rod withdrawal accidents during periods of natural circulation.

The task group feels that most of the requirenunts of the LC0 are not captured by the interim policy statement selection criteria. However, the staff position presented in the " split report" dated May 9, 1988, is

'that the entire LC0 is to remain in technical specifications.

The task group clarified that it wants to retain the requirement to close the PORY block valve but delete the requirement to remove power from the block valve once it is closed.

11. The acceptability of the task group's )roposal to extend the surveillance intervals depends on issuance of and t1e recommendations in the staff's final report on "The Feasibility of Reducing Technical Specifications

-Surveillance Testing." All of the improvements described in the staff's final report will be factored into the new STS.

The task group's oral comments on deletion of post maintenance testing appears to' clarify that the proposed change is to be a relocation of the requirements within technical specifications.

The task group (comented that the specific requirements it wants to1) Applica 12.

13. The staff position presented in the " split report" dated May 9, 1988, is that special test exceptions may be relocated outside technical specifi-cations or included with corresponding LC0's.

In either case the task group was reminded that special test exceptions usually represent licensed relief from specific requirements during specified test conditions.

l The task group commented that while other technical changes could develop, the above are the most significant ones known at the time of the meeting.

With respect to situations where proposed technical' changes are of the nature of relocating technical specification requirements outside of techriical specifications, the staff position is presented in the " split report"' dated May 9, 1988. The' staff does not_ anticipate revisiting these issues.

Otherwise, the staff did not identify any technical change that would require a review effort outside the normal.,STS review process.
