SUBJECT:
Calvert Cliffs ' Nuclear Power Plant Unit Nos. ! & 2; Docket Nos. 50-317 & 50-318 10 CFR Part 21 Written Report: Emergency Diesel Generator Fuel Supply Crossover Line Gentlemen:
' Baltimore Gas and Electric has discovered a' condition that we-believe meets the criteria ~ of a defect -in a basic component as defined in 10 CFR 21. This letter provides the. information required by 10 CFR 21 to be reported to the NRC. A verbal' notification was made to David Limroth in the Region I headquarters, on March 3,1989.
-I Facility:
Calvert Cliffs Units 1 and 2 Component:
Emergency Diesel Generator Fuel Supply Crossover Line Manufacturer:
Fairbanks Morse l
Nature of Defect:
The vendor notified us that cavitational erosion can cause pin hole leaks in the fuel supply crossover line.
Safety Hazard:
Fuel leaking from the line could come in contact with the hot Emergency Diesel Generator (EDG) engine
- parts, creating a
significant fire i
hazard. A fire of this nature could render the EDG inoperable.
This potential condition is generic to all of our EDGs.

L-Date Information Verified:
We determined, March 3, 1989, that this defect.
could create a substantial safety hazard.
L The fuel supply crossover lines of all our EDGs Number of Components:,
r are. affected. -There are two fuel crossover lines on each EDG, Corrective Action:
The crossover pipe will be replaced 'on each diesel generator-following. the manufacturer's advice. We have recently replaced the pipe on No.12 EDG with new pipe of the same' material.
The new pipe allows operation until we 'have an opportunity to' replace the pipe with a different material. The work will be done during the next EDG outage of sufficient duration.
Manufacturer's Advice:
Fairbanks Morse provided us with a proprietary service information letter which indicated that.
a risk of fire existed with the old material pipe.
The manufacturer recommends that we change the pipe material at our earliest convenience. We are currently in the process of implementing the manufacturer's instructions.
Should you have. any further questions regarding this matter, we will be pleased to discuss them with you.
Very truly yours,
[
