-l On August 28,-1987, Arkansas Power and Light Company (AP&L) submitted a Justi- -l fication for Continued Operation'(JC0) of ANO-1 related to the effects of the j L

elevated reactor building temperatures. The JC0 was reviewed and discussed j with members of your staff on that day and found to be acceptable. fj 1

! The enclosed staff evaluation documents the review of the 'JCO. Subject 'to the I fulfillment of the commitments' included in- the JC0 and other commitments (Section 3.8 of the staff evaluation) made to the staff on August 28,21987, we find the JC0 to be acceptable. We, therefore, conclude that the ANO-1' reactor. building, internal structures, and components contained therein are safe for continued l

operation.

Please provide, within 60 days of the date of this . letter, a schedule for all committed actions except for those scheduled for the mid-cycle outage or the next refueling outage.

There are two items that follow from the immediate temperature concern on ANO-1. The first is the long term actions on ANO-1. . We are aware of the. 1 study and additional analyses to be done regarding a long term action plan; 3 and that the study is scheduled to be completed in January 1988. We expect i the study to propose specific steps'to be taken to reduce reactor building {

temperatures as well as what will be enacted (i.e., technical specifica-  !

tions,> administrative controls, etc) to ensure that the temperature limits are  !

maintained. We also expect that the FSAR will be consistent with the plant-parameters. Please submit the study to the staff when it is completed.

.The second item concernsithe containment temperatures on Unit 2. While there

are technical specifications, governing the temperature, it can be as high as 140 F. An evaluation'of the acceptabi.lity of this , limit. should be.done, particularly with. respect to the effect on equipment ' qualification.

l The reporting and/or recordkeeping requirements contained in this letter ..

' affect? fewer than ten . respondents; therefore, OM8 clearance ~is not required '
