l October 13, 1987 Docket Nos. 50-445 dnd 50-446 Mr. William G. Counsil Executive Vice President Texas Utilities Electric Company 400 North Olive Street, L.B. 81 Dallas, Texas 75201
Dear Mr. Counsil:
SUBJECT:
ELIMINATION OF ARBITRARY INTERMEDIATE PIPE BREAKS The staff has completed its evaluation of your request to~ eliminate arbi-trary intermediate pipe breaks in high energy piping systems at the Comanche Peak Steam Electric Station (CPSES), Units 1 and 2. This evaluation considered the staff positions presented in Generic Letter 87-11, " Relaxation in Arbi-trary Intermediate Pipe Rupture Requirements," dated June 19, 1987 and the as-surance you have provided, in a July 29, 1986 response to staff request for additional information, that elimination of arbitrary intermediate pipe breaks will not reduce the environmental qualification of safety-related equipment.
We have determined that your request to eliminate arbitrary intermediate pipe breaks can be implemented without undue risk to public health and safety provided i that you do not relax the environmental qualification of safety-related equip-ment at CPSES Units 1 and 2 unless a specific exemption is granted by the NRC.
The enclosed safety evaluation will appear'in a future supplement related to ,
the operation of Comanche Peak Steam Electric Station Units 1 and 2 and will l I
close out open issue 37.
Should you have any questions or need further clarification, please contact AnnetteVietti-Cook,ProjectManager,at(301)492-4555, or Melinda Malloy, Project Manager, at (301)492-7624.
