FERMI-2 SITE POTENTIAL HAZARDS DUE TO OPERATION OF THE NEARBY ROCKWOOD STONE, INC. QUARRY (TAC N0. 65164)

Detroit Edison [[letter::IA-86-512, Responds to FOIA Request.App Documents,Including NUREG-0020, NUREG-0030,NUREG-0090 & 691121 Rept to ACRS, Enrico Fermi Atomic Power Plant, Available in PDR|letter dated July 24, 1986]], submitted information regarding the operation of-the subject quarry, located about three miles north-northeast of L the Fermi-2 plant site. The information was submitted in response to concerns j expressed by the NRC relative to the potential effects of exploxives used at j the quarry on the safe operation of Fermi-2.

My letter to you dated February 27, 1987, informed of the NRC staff's review of the information provided by the July 24, 1986,' letter which concluded that operation of the quarry and the air blast effects on the Fermi-2 plant '

appeared to be insignificant with respect to potential ground motion at the plant site due to accidental explosion. It was requested however, that {'

7 Detroit Edison submit a confirmatory analysis of the postulated explosions to l demonstrate that the ground motion and hydrostatic pressure change hazards are insignificant in order to fully allay the staff's concerns relative to the l l effects of the quarry operation on the continued safe operation of the Fermi-2 l l

plant. The confirmatory analysis requested was provided by your letter dated l I

i April 20, 1987.

We have reviewed the confirmatory analysis provided by your letter dated April 20, 1987, and our Safety Evaluation is enclosed. On the basis of our review of those analytical results provided by Detroit Edison, and on our  !

independent evaluations we are satisfied that the hazards due to blast-induced overpressure, ground motion, and hydrostatic pressure changes are insignificant with respect to the Fermi-2 nuclear plant operation. As such, this matter is closed.

Although we consider this matter closed, we require that Detroit Edison I reevaluate the impact of the quarry operations on the safety of the plant if {

the distance from the Rockwood Quarry to the plant safety-related structures )

becomes less than two miles. ___
