This letter refers to the Enforcement Conference held at our rec;uest on
February 7,1989. This meeting concerned activities authorized for your North
Anna -facility.
The issues discussed at this conference related to your
corrective action program regarding water / oil intrusion into the instrument air
system as well as the design control of this system.
A list of attendees, a
meeting summary, and a copy of your handout are enclosed. We are continuing
our review of these issues to determine the appropriate enforcement action.
In accordance with Section. 2.790 of the NRC's " Rules of Practice," Part 2,

ENFORCEMENT CONFERENCE SUMMARY
An Enforcement Conference was held at the Region II office with . Virginia
Electric and Power Company (VEPC0) on February 7,1989, to discuss instrument
air problems at the North Anna Power Station.
The Acting Regional Administrator opened the meeting with concerns about the
past and more recent problems of air. operated valves due to water and oil
contamination of the instrument air system.
Timely corrective action was the
main focus,of the discussion in light of the various opportunities the licensee
had for. evaluation and correction of the concerns.
The NRC management indicated
that it was not apparent that appropriate corrective action was taken following
the Safety System Functional Inspection (SSFI) which was conducted in mid 1988.
VEPC0 representatives stated that the SSFI had identified that the instrument

air system had degraded over the years.
VEPC0's presentation highlighted, in
I
detail, the corrective actions taken for:
the water intrusion events; oil
contamination; instrument air system reliability; surveillance of instrument
air equipment; operations; operator. training; emergency operating procedures;
and Updated Final Safety Analysis Report (UFSAR) discrepancies.
Separate
discussions were held regarding the timeliness of corrective action and the
design control issues.
Additional comments were made by VEPC0 on the instrument air functions which
are important to safety. They stated that all valves pertaining to containment
isolation and secondary heat sink are failed to the safe position and those
valves which are required to operate in conjunction with a loss of instrument
air have their own bottled air. Also, no reactor trips or transients were the
result of instrument air quality concerns since the 1980 reactor trip in which
a compressor failure allowed service water to enter the instrument air system.
NRC Management questioned the review of the original safety analysis report for
the Su11 air compressor.
VEPC0 responded by saying that no unreviewed safety
question existed because the purpose of the added compressor was not to replace
,

any existing component but to enhance the' operability of the system.
In

addition, the plant design basis is a complete loss of instrument air; there-
,
i
fore, no unreviewed safety question existed with the way the system was
operated.
As part of the agenda, VEPC0 presented a physical demonstration of various
components inspected and assessed in order to accurately describe the problems
as found.
NRC Management found this to be vc y helpful by giving a " hands on"

look at the affected instrument' air components.

During the closing remarks, VEPC0 was asked to what extent the design control,
surveillance, and maintenance problems were representative of other systems.
