Revision of the Fort Calhoun Station Site Security Plan Omaha Public Power District (OPPD) has prepared a revision to the Fort Calhoun Station Security Plan which meets the intent of NUREG-0908 entitled " Acceptance Criteria for the Evaluation of Nuclear Power Reactor Security Plans," and contains guidance from NUREG 1045 " Guidance on the Application of Compensatory Safeguards Measures for Power Reactor Licensees."

This revision is an overall upgrade which arranges the Site Security Plan into a general plan with specific implementing procedures.

Since it is a significant change, the revision number has been designated as Revision 0.

OPPD provided a presentation of the revision to Region IV security personnel in Arlington, Texas on January 19, 1989 and has factored comments from the meeting into the plan.

OPPD is submitting this change in accordance with 10 CFR 50.54(p), which allows implementation of the changes prior to the approval of the Plan. OPPD intends to implement these changes after completion of training, which is expected to be completed by March 31, 1989.

Included in Appendix A of the plan are interim provisions which will be in effect until new physical protection features can Le completed.

Implementation of the plan was discussed between Mr. A. B.

Earnest of Region IV and members of my staff in a telephone conversation on March 9, 1989.
