Schedule For Completing Remaining Actions in NRC Bulletin 88-11.

Omaha Public Power District (0 PPD) received the subject Bulletin, Reference 2, on January 5, 1989.

A partial response, Reference 3, which included the initial evaluation of the pressurizer surge line and its restraints, committed to provide a schedule for the completion of the remaining actions requested in Bulletin 88-11.

The purpose of this letter is to inform the staff of actions taken to resolve NRC concerns associated with Pressurizer Surge Line Thermal Stratification and to request an alternate schedule for completion of the action items.

The Combustion Engineering Owners Group (CE0G) became aware of this issue in April of 1987 when INP0 issued a draft SER on surge line thermal cycling observed in a German nuclear plant.

The CE0G proceeded to initiate a data collection program in June 1987 followed by actual data collection activities at two CE0G plants in June and August of 1988.

In October 1988, the CE0G authorized the ongoing CE0G program, " Reduction and Analysis of Pressurizer Surge Line Data Collected from CEOG Plants," to address surge line thermal stratification concerns.

NRC Bulletin 88-11 was subsequent-ly issued in December 1988. Action No. 1.b requested that within four months of receipt of the Bulletin, licensees of plants in operation ever ten years demonstrate that the pressurizer surge line meets the applicable design codes and other regulatory commitments for the licensed life of the plant.

The staff suggested that this could be accomplished by performing a plant specific or generic bounding analysis.

i LIC-89-267 Page 2 Bulletin items prompted the CE0G to request a meeting with the NRC staff.

The NRC staff and the CE0G met on February 13, 1988 in the White Flint NRC offices.

During this meeting, the CE0G presented the goals and scope of the ongoing CE0G surge line program which included a presentation of actual plant data and a discussion on the issue of thermal striping.

The CE0G then requested relief from the four month /one year schedule requirement in Requested Action 1.b and suggested that the CE0G program be allowed to proceed on schedule.

As a result of this meeting, the CE0G and NRC staff agreed on several action items to be completed as follows:

The CEOG will preform a preliminary bounding evaluation of CE0G surge lines using actual data collected from CE0G plants by July 1,1989.

This activity will address the intent of Requested Action 1.b.

2.

Actual plant data will be used to define loading conditions for input to the fatigue and stress evaluations.

3.

The CE0G agreed to meet with NRC staff to discuss the load definitions prior to finalizing the bounding analysis described in item 1 above.

Therefore, per the agreements between the CE0G representatives and the NRC staff, as documented in Reference 4, OPPD requests an extension of the Item 1.b due date to July 5, 1989. This schedule extension is necessary in order to effectively use the shared data and generic approach as discussed above.

OPPD is a participant in the CE0G program and agrees to support the above action items and the alternative schedule for responding to NRC Bulletin 88-11 Action 1.b.

Therefore, per Reporting Requirement Item 2, we are requesting an alternate schedule for the completion of Item 1.b by July 5,1989 with the subsequent notification letter, Reporting Requirement Item 3, to be submitted to the NRC on or before August 5, 1989. The long term corrective action to update the stress and fatigue analyses as applicable, requested per Item 1.d, would be January 5, 1991.

This response is being submitted under oath pursuant to the provisions of Section 182a of the Atomic Energy Act of 1954 as amended.
