SCOPE: This instruction is to be utilized whenever a physical change is proposed (10 CFR 50.59 (a) (1) and (2)) to the Reactor Facility. Proposed changes include but are not limited to the following:

1. Control room instrumentation
2. Reactor pool or process system
3. Experimental facilities
4. Radiation Monitoring
5. Building Modifications
6. Core and Control Rods II. DISCUSSION:

_This procedure is designed to assure review and approval of significant changes to the OSURR. Before a modification is begun, the proposed change shall be evaluated to determine its impact on our R-75 License including the Emergenc / and Security Plans, Technical Specifications, or its result in an unreviewed safety question. If necessary, in accordance with 10CFR50.59, NRC approval will be obtained prior to the modification. If the change is to a facility or procedure described in the SAR, it may only require NRC notification in an annual report. (The Associate Director of the Nuclear Reactor Iaboratory will determine and submit this report as required.) ROC approval will be required to l assure agreenent with the judgment of the NRI staff review. A change package including any modified procedures and drawings should be subnitted with the OSURR Modification Request - where appropriate. III m utu1CES: A.   • A. The person initiating the OSURR Modification Request shall l cmplete Attachment 'A parts A, B, and C.
1. Part A shall provide a brief title of the supused g modification.
2. The Safety Evaluation, Part B, shall include a brief g abstract of the proposed change and information I i

necessary to decide if the proposed change impacts the safe operation of the OSURR.

3. Sign and date the Request (Part.C) and forward to an SRO for review. .

B. The reviewer (SRO) shall complete parts D and E.

1. The reviewer shall emplete evaluations in Part D and l f list reason (s) for his/her decision. In all cases, they shall present a summary to the ROC for l' final approval and verification.
2. The reviewer shall sign and date the form in part E, alongl with any comments they may wish to make.

a . 4 e q; s ROUTINE SHIPMENT OF RADIATION SAFETY RS-11 RADIOACTIVE MATERIAL I. SCOPE: This procedure applies to shipnents of radioactive material sent or received by the NRL. The scope of this procedure includes receipt of all radioactive materials, ahd the routine shipnent of type A and limited quantity exclusive use packages to be transported in a closed transport vehicle. It does not in:1ude packages: 1

1. Containing fissile material
2. with significant surface contamination
3. to be exported out of the United States, or
4. to be transported by air, rail, vessel, or postal service.

II. DISCUSSION: Present regulations use A,, values as quantity . limitations for radionuclides shipnent witfiin the scope of this procedure. The A2 ( value for a nuclide represents the maximum activity of that

      \                       nuclide that may be transported in a type A package. Type A containers are made and certified outside of the NRL. Presently, these containers are obtained from the OSU Nuclear Pharmacy Department.

Limited quantity values are related to A2 values and represent activity limitations for nuclides to be shipped in sub type A standard

                               " strong, tight packages". There are no specific test requirements for strong tight packages. However, the shipper must ensure that there can be no release of radioactive material during transportation.

A. Definitions

1. A,, means the maximum activity of radiotetive material, other than special form or low specific activity radioactive material, permitted in'a Type A package.

24 Closed transport vehicle means a transport vehicle equipped with a securely attached exterior enclosure that during normal transportation restricts the access of unauthorized persons to the cargo space containing the radioactive materials. The enclosure may be either temporary or permanent, and in the case of packaged materials may be of the "see-through" type, and must limit access fran top, sides, and ends. 3. Exclusive use (also referred to in other regulations as " sole use" or " full load") means tia sole use of a conveyance by a single consignor and for

( which all initial, intermediate, and final loading and unloading are carried out in accordance with the direction of the consignor or consignee. Specific instructions for maintenance of exclusive use shi p ent controls must be issued in writing and included with the shipping paper information provided to the carrier by the , consignor.

4. Fissile material means any material consisting of or containing one or more fissile radionuclides.

Fissile radionuclides are plutonium-238, plutonium-239, plutonium-241, uranium-233 and , uranium-235. Nei'ther natural nor depleted uranium are fissile materia.1.

5. Limited quantity of radioactive material means a quantity of radioactive material not exceeding the materials p ckage limits specified in 49CFR 173.423 and which confom with requirements specified in 49CFR 173.421.
6. Tausport index means the dimensionless tramber (rounded up to the first decimal place) placed on the label of a package to designate the degree of control to be exercised by the carrier during

( transportation. The' transport index is determined as follows: (1) The number expressing the maximum radiation level in millirem per hour at one meter (3.3 feet) frcm the external surface of the package.

7. Type A pckage means a Type A packaging together with its limited radioactive contents. A Type A package does not require conpetent authority approval, since its contents are limited to A 3 or

I A'ITACHMENT A General radioactive materials shipping instructions

1. Analyze the sample to determine the contents and amounts of radioactive isotopes present.
2. Refer to Table 1 to find the A value f r each isotope present.

2 If the actual activity of any of the isotopes present exceeds its respective 2A lim t, the shipping instructions outlined in Attachment B must be used.

3. Refer to Table 2 to determine the limited quantity activity limits for each isotope present. If the actual activity of^

any of the isotopes present exceeds its respective limited quantity activity limit, the shipping instructions outlined in Attachment B must be used.

4. Shield the sample as best as possible ,2 sing lead pigs, etc. ,

and place in a strong tight package that will not leak any of the material. (Note that liquids must be packed with closures upward.)

5. Measure the radiation level at the surface on all sides of the pckage. If it exceeds .5 mrem /hr at any point, increase the shielding until it doesn't. It' this is not possible, the instructions in Attachment B must be used.
6. Seal the lead pig with tape and mark it as " Radioactive".
7. Ccaplete a shipping form (see Attachment D) and make two (2) copies of it. Place one copy inside the package. The second copy gces with the carrier. The original copy goes in the NRL file.
8. Seal the package.
9. Mark 2 sides of the package:

A. Radioactive Limited Quantity B. UN2910 C. If the weight of the pckage is greater than 110 lbs it f must have its gross weight marked on the outside of the pckage. l D. If the material is in liquid form, the pckage must be marked with "This End Up".

10. Limited quantity packages are not reqtiired to have a " Radioactive" label on them.
11. Before releasing the carrier, verify that we have a current copy of the receiving party's license authorizing receipt of the type, form, and quantity of the material being sent. If we do not, refer to Attachment B, Flowchart 15 for further instruction.

12. Give the carrier a copy of " Notes that the carrier should be aware of" (See Attachment E).

1. Wear protective apparel during the actual opening procedure (gloves,~1ab

                                 ~2. Place the package in a proper radienuclide handling area.
3. Visually inspect the package for. leaks, stains, puncture, or other signs of. damage.
4. Survey the package with a suitable instrument to determine that radiation levels are appropriate for the. attached shipping-label.

1. The emergency brake of the vehicle must be engaged while loading.or unloading.the package.
  • 2.' Persons should not remain unnecessarily in the vehicle while the package is Ioaded.-
