Inservice Inspection Relief Request In accordance with the provisions of 10 CFR 50.55a(g), the attached request for relief from an inservice inspection (ISI) requirement of Section II (1974 Edition with Summer 1975 Addenda) of the American Society of Mechani-cal Engineers (ASME) Boiler and Pressure Vessel Code is submitted for your review and approval. Relief is requested from the code requirement'to maintain the hydrostatic test pressure for the main feedwater system piping for four hours. The relief request is applicable to the first 10 year interval which has been extended through the 1987 refueling outage.
In accordance with 10 CFR 170, an application fee of $150 is attached.

IWA-5210(a) The pressure-rotaining components shall be visually examined while the system is under the hydrostatic test pressure and temperature. The test pressure and temperature shall be main-tained for at least four (4) hours prior to performance of the examinations.
Code Deviation Request Relief is requested to perform the post-repair hydrostatic test of the main feedwater system piping, maintaining the test pressure for 10 minutes (and for additional time as required to check the repaired areas for leakage), vice 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />.
Basis for relief The purpose of the hydrostatic test is to verify the post-repair struc-tural integrity of the main feedwater system piping.
IWA-5210 in the 1974 Edition of the code requires that hydrostatic test pressure be maintained for 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> to provide for leakage penetration through the piping insula-tion. Later versions of the code, eg, the Winter 1975 Addenda, indicate that for exposed piping, the test pressure need only be maintained for 10 minutes, plus additional time as may be required to check for leakage.
The repaired sections of main feedwater system piping will be pressure-tested prior to replacing the associated insulation.
Avoiding the 4-hour hvid time at test pressure is requested because the longer test duration increases the risk of overpressurizing the step.m generators. If the test pressure exceeds 1485 psig, the Technical Speci-fication steam senerator pressure limitation is exceeded. Trojan is allowed only five pressure cycles above 1485 psig over the Plant lifetime.
Thus, compliance with the 4-hour hold time requirement would increase the level of hardship and difficulty in performing the test without a compen-sating increase in the level of quality and safety.
Alternative Examination The hydrostatic test pressure will be maintained for 10 minutes prior to examining the repaired areas for leakage. Test pressure will be main-tained above 1406 psig (125 percent of the system design pressure, 1125 psig), but less than the 1485 psig limitations of the Trojan Technical Specifications. Table 5.9.1, component or Cyclic Limits.
