ISSUANCE OF AMENDMENT (TAC NO. 72024)

The Comission has issued the enclosed Amendment No. 112 to Facility Operating License No. DPR-61 for the Haddam Neck Plant, in response to your application dated February 10, 1989.

The amendment will provide a one-time relaxation of the containment integrity Technical Specification to allow the service water side of the four containment air recirculation fan heat exchangers to be cleaned while at power. Because of the concern regarding the service water system design loads, design basis river temperature, and distribution of flows to various safety related equipment under various accident conditions, CYAPC0 is currently reanalyzing the service water system. Because of the importance of the service water system, the staff request that CYAPCO submit this service water system reanalysis fan our review.

In addition, in our Safety Evaluation (SE), dated January 10, 1989, on the Third 10-year Interval Inservice Inspection Program we noted that pursuant to 10 CFR 55a(b)(2)(iv) the Containment Air Recirculation (CAR) for cooler system should be examined. We believe this examination would even be more prudent now as the service water system is no longer throttled to provide a second barrier (system pressure) for containment isolation. While we agree that no credit was given for the system pressure, we also note that by current criteria a closed system would require an ASME Class 2 system. A non-destructive examination of the CAR fan cooler system would provide assurance of the system integrity and its ability to serve as a containment barrier.

A copy of the related Safety Evaluation is also enclosed. The Notice of Issuance will be included in the Commission's bi-weekly Federal Register notice.
