Gentlemen:
This refers to the. inspection conducted by Messrs. W. R. Bennett and G. A. Pick
of this office during the period February 13-16, 1989, of activities authorized
by NRC Operating License DPR-46 for Cooper Nuclear Station, and to the
discussion of our findings with Mr. G. R. Horn and other members of your staff
at the conclusion of'the inspection.
The area examined during the inspection was a followup on the failures of the
Diesel Generator No.1 air system. This system is required to be operable by
the Cooper Nuclear Station Technical Specifications. Within this area, the
inspection consisted of selective examination of procedures and representative
records, interviews with personnel, and observations by the NRC inspectors.
The inspection findings are documented in the enclosed inspection report.
During this inspection, it was found that certain of your activities appeared
to be in violation of NRC requirements. We understand that a particular tubing
nipple of a design that previously had been found to be inadequate for the
application in which it was used was installed in the control air system for
the diesel generator (DG), thus rendering the DG inoperable. As discussed in
the telephone conversation on February 28, 1989, between Messrs. G. L. Constable
and X. C. Walden of your staff, an enforcement conference is scheduled in our
Region IV office, at 9 a.m. on March 23, 1989, to discuss your understanding of

the apparent violation, the reasons for occurrences, and your corrective
actions. We will also discuss the enforcement policy, if appropriate.
The NRC staff is particularly interested in gaining a better understanding of
the circumstances that resulted in an inadequate part being installed in the
control air system of the DG.
In addition, the history of the vibration
induced problems with DG tubing systems and your views on the adequacy of
previous and planned corrective actions should be addressed.
